EBAA launches antitankering compliance guide

EBAA is pleased to launch its new compliance guide on the refuelling obligations set out in the ReFuelEU Aviation Regulation (EU 2023/2405). This user-friendly document is designed to support business aviation operators in navigating the complexities of the antitankering and reporting provisions introduced by the regulation.

The guide was developed by EBAA with the assistance of its Antitankering and Non-CO₂ Emissions Working Group. The Working Group’s members, including a varied group of operations professionals from leading operators and regulatory experts, provided technical input, validated operational use cases, and ensured the document reflects real-world challenges faced by the sector. The compliance guide is meant as a practical resource tailored to the needs of business aviation operators—particularly those with limited internal compliance resources. 

The guide offers a one-stop shop for operators, compiling all relevant obligations, clarifying procedures, and sharing best practices to help ensure full compliance. From fuel uplift thresholds to exemption procedures and reporting requirements, the guide walks operators through every step of the regulation’s implementation. 

In its first iteration, the guide represents a significant step forward, and EBAA views it as a dynamic tool that will evolve over time. To ensure its continued relevance and comprehensiveness, EBAA encourages all operator members to actively contribute by sharing any compliance challenges related to operational or safety matters.  

Furthermore, to enhance the guide with a pan-European perspective, EBAA kindly requests operator members to provide contact information for relevant case handlers at their National Aviation Authorities (NAAs). EBAA encourages operators to consult the guide, share their experiences, and flag any implementation issues.
